Based on comments in many forums, Nitto tires run fairly true to size. Nitto's tire sizing has always been confusing from the beginning. They have three different sizes and several different inflation tables. In general, the bigger numbers mean a wider tire, but that doesn't always hold true. A feature that Nitto offers through its sizing is more sidewall size in comparison to a 35/12.50R17 without changing wheel sizes.
